A ten bagger is an investment that is sold for ten times the initial investment. The implication is that its market value increases by factor of ten over a reasonably short holding period - there would be nothing special about a ten fold increase over decades!
The term ten bagger is commonly used in venture capital, because it is only in this, or a similar high risk area of investment, that ten baggers are common enough to require special terminology to describe them.
